Who can shop at the commissary?

Commissaries are exclusively for the benefit of service members and their families. Check here for details. Basically, you can shop at a commissary if you’re in one of these groups:

• Active, reserve or retired uniformed services members
• Medal of Honor recipients
• Wage marine personnel and retired wage marine personnel of the National Oceanic and Atmospheric Administration
• Department of Defense and Coast Guard civilian employees on service agreements overseas
• Full-time employees of non-federal entities hired in the United States and assigned to work on a U.S. military installation overseas
• Certain military members of foreign nations
• Authorized family members
• Veterans with service-connected disabilities
• Purple Heart recipients
• Former prisoners of war
• Primary family caregivers of veterans enrolled in the Department of Veterans Affairs Program of Comprehensive Assistance for Family Caregivers
• Defense Commissary Agency employees

Expanded Patronage:

1.Protective Services Civilian Employees; an individual employed as a protective services civilian employee at a military installation may be permitted to purchase food and hygiene items at a commissary store located on that military installation.

2.  These positions included: Security Administration (GS-0080), Fire Protection and Prevention (GS-0081), Police (GS-0083), Security Guard (GS-0085),
     Emergency Management (GS-0089)

3. Only the individual employee has shopping privileges, not dependents and/or family members.

4. There are no other unique limitations on when they shop or what they buy other than alcohol / tobacco products.  

Starting Jan. 1, 2020 all service-connected disabled veterans, Purple Heart recipients, former prisoners of war and primary veteran caregivers will be eligible to shop at commissaries worldwide. Commissary CLICK2GO® on the GO! grocery delivery rolls out to 70 stateside stores:  Commissary CLICK2GO® on the GO! delivery has transitioned from pilot to deployment as the Defense Commissary Agency (DeCA) rolls out the service to 70 stores, providing additional benefits to service members, their families, and eligible civilians and veterans. In the first phase of deployment, DeCA expanded delivery to 62 stores, which joined the eight commissaries that were part of the original pilot that began in 2022. DeCA’s doorstep delivery contract includes the capability for expanding the service to its remaining 108 CONUS stores.

'PRICING PRACTICES' AT THE McCHORD COMMISSARY:

The Commissary is an Appropriated Funds facility; it is a not-for-profit entity unlike retailers outside the gate or even the BX.  Goods are procured and purchased by the Defense Commissary Agency (DeCA) with DOD Appropriated Funds for resale to patrons.

While our customers can be assured that they are provided with the best overall prices in their shopping trips to our commissaries, when it comes to individual items each retailer may have a different cost from their suppliers. If we find that our cost does not allow us to be priced as competitively as we should be, or provide the savings we are committed to provide, our category teams will work diligently with our suppliers to negotiate the best cost possible. This might include running great promotions with deeply discounted prices. However, from time to time we may need to be priced slightly higher than a commercial store. At DeCA we are committed to provide the best overall savings to our customers that we can!

Patrons purchase products at cost + surcharge. Price changes are processed twice a month, on the 1st and 16th of each month. Surcharge is applied to the total value of each commissary purchase because the Congress has mandated collection of surcharge (currently 5 percent) to pay for commissary construction, equipment and maintenance. All surcharge dollars collected are returned to commissary patrons in the form of continually improved commissary facilities. The amount of surcharge applied to a commissary sale transaction is shown as "SCG" on your sales receipt.

Commissaries are accepting the Military Star Card as a form of payment. Customers can earn two points for every dollar when they use their Military Star Card to purchase their groceries at the commissary.

“Even more savings at your commissaries!”

DOD’s “Taking Care of Service Members and Families” initiative will allow us to reduce commissary prices at the register about 3-5 percent on most items – particularly on food staples that struggling military families need most such as bread, eggs, milk and more,” said Bill Moore, director and CEO of the Defense Commissary Agency (DeCA). “With this boost we can achieve at least 25 percent in overall savings for eligible patrons who shop their commissaries.”

Commissary customers are expected to see price changes at most locations by mid-October.

 “The commissary system’s commitment to saving military communities money has not wavered for over 30 years,” Moore said. “We remain steadfast in our efforts to improve the quality of life of our eligible patrons by saving them at least a quarter on every dollar they spend on groceries compared to ‘outside the gate’ grocery stores. That’s $50 back in your pocket on a $200 grocery bill! “We are a food security resource for our customers, and as such, we are doing everything we can to get our precious military families the products they need – at the lowest price possible.”

Commissary Rewards Card

If you don't have a Commissary Rewards Card you are missing out on great coupons savings. Rewards cards are available at any register or Customer Service Office. Just get your card, register it online, and add coupons to it. Make sure to give your rewards card to the cashier along with your ID card at the register.

Military Star Card

Earn 2 points when you shop and pay with your Blue Military Star Card! The Gold Military Star card is also accepted but does not earn points.
