Col. Richard K. Kind assumed command of the 97th Air Mobility Wing at Altus Air Force Base, Oklahoma, on July 11, 2025, succeeding Col. Jeffrey M. Marshall. Chief Master Sgt. Jon Adams also joined the leadership team as the new command chief. Under Kind's leadership, the wing is focusing on updated missions and priorities targeting enhanced training and operational readiness.

Key Focus Areas: Under Col. Kind, the 97th AMW has introduced new, future-focused priorities aimed at accelerating training, strengthening Airmen readiness, and improving base infrastructure.
Operational Shifts: The base continues to align its mission with a "warrior ethos," emphasizing high-quality training for mobility airmen and strategic,
innovative thinking.
Medical Restructuring: As of December 2025, the 97th Medical Group is implementing changes to align with the new Air Force Medical Command (AFMEDCOM) structure, focusing on readiness and warfighter care.
Throughout 2024-2025, several group and squadron-level changes occurred, with continued emphasis on community partnerships and maintaining the base's reputation as a top-tier mobility training wing.

Costs associated with this change is 5 cents for plastic and 10 cents for paper single-use bags. This change will allow the Defense Commissary Agency (DeCA) to continue to offer its eligible patrons significant savings while strengthening its fiscal stewardship and reducing operating expenses. Patrons submitting Commissary CLICK2GO® curbside or delivery orders will be given the option to purchase bags when checking out. Information on how the service works is found on www.commissaries.com with dedicated sections such as “How CLICK2GO Works.” First-time customers will need to create an account.
Customers use a computer or mobile device to make their orders online where they select from commissary products offered based on the store’s stock assortment. After products are selected, the shopper selects a pickup time and pays for their order. At their appointed time they park in designated parking spaces where commissary workers bring their groceries.

Defense Commissary Agency
Commissaries to remain open during a potential lapse in appropriation.
In the event of a lapse in appropriation, commissaries will continue full operation of commissaries for a period of up to 60 days or until all DeCA defense working capital funds cash are exhausted. If after a lapse in appropriation occurs and DeCA's working capital funds are exhausted, at that time, overseas commissaries and stores identified as remote U.S. locations where no other sources of food are reasonably available for military personnel would remain open.
FORT GREGG-ADAMS, Va. – Military commissaries will remain open worldwide for a limited amount of time during a potential lapse in appropriation, the Defense Commissary Agency (DeCA) announced.
“We are committed to doing everything possible to minimize the impact of any budget decisions on our patrons,” said John Hall, DeCA director and CEO. “The Defense Department recognizes how significant the commissary benefit is for our military’s wellbeing and quality of life.”
In the event of a lapse in appropriation, commissaries will continue full operation of commissaries for a period of up to 60 days or until all DeCA defense working capital funds cash are exhausted, Hall said. The agency’s 235 stores serve the military community in 13 countries worldwide.
“Our operating status would be subject to change depending on the length of a lapse in appropriation or until our current funding is exhausted,” he said. “We will always provide updated store information on our website, Facebook and X (formerly known as Twitter) as necessary,” he said. “We will do our best to support our military communities whenever and wherever possible.”
If after a lapse in appropriation occurs and DeCA’s working capital funds are exhausted, at that time, overseas commissaries and stores identified as remote U.S. locations where no other sources of food are reasonably available for military personnel would remain open.
Patrons should also check the “Store Information & Holiday Hours” box on their store’s webpage for specific operating schedules.
Hall also recommends that service members and their families stay tuned in to their local news outlets for information about any potential impact to services on their installations.

Grocery Items
Commissary product assortments are determined by our sales directorate, which manages contracts with manufacturers at DeCA's headquarters. You can submit requests directly to the sales directorate by filling out a Patron Communication Form in the store, or you can use our online Customer Comment Form
Another option is to bring your suggestion to the attention of store management, who will then work with the Sales Directorate to research and respond to your request. You may request to speak to a manager during a commissary visit, or contact commissary management by phone or e-mail at your convenience.
When requesting a product, please provide the name and the Universal Product Code (UPC) of the item, as this will expedite the research process and help our Sales Directorate respond to your request. The UPC can be found below the bar code imprinted on a product's label or package, and helps our Sales Directorate identify the exact product you are requesting.
Please note that new items must first be added to DeCA's Catalog Master File (CMF) before they can be picked up in overseas commissaries. Additionally, overseas packing, shipping and shelf life requirements sometimes make it impossible for us to offer some products overseas.

FORT LEE, Va. – Starting April 6, commissaries will start charging a nominal price for each single-use paper or plastic bag. Cost associated with this change is 5 cents for plastic and 10 cents for paper single-use bags. This change will allow the Defense Commissary Agency (DeCA) to continue to offer its eligible patrons significant savings while strengthening its fiscal stewardship and reducing operating expenses. Patrons submitting Commissary CLICK2GO® curbside or delivery orders will be given the option to purchase bags when checking out.

Commissary patrons now see a faster path to virtual shopping as the Defense Commissary Agency (DeCA) announces “shop.commissaries.com,” as its go-to website for access to services like online ordering, payment and pickup. Shop.commissaries.com replaced “commissaries.com” as DeCA’s patron-facing online site, streamlining the customer experience and making it consistent with other grocery retailers.

How do you prepare for the next crisis? Planning is the first step and emergency preparedness officials recommend a disaster supply kit that includes the following items:
• COVID-19 protection – reusable or disposable face coverings, disposable gloves, hand sanitizers, disinfecting wipes and hand soap
• Water – at least one gallon daily, per person (three-day supply for evacuation, two-week supply for home)
• Nonperishable foods – canned meats, fruits, vegetables, dried fruits, nuts, raisins, cereal, crackers, cookies, energy bars, granola, peanut butter, and foods for infants and the elderly (three-day supply for evacuation, two-week supply for home)
• Paper goods – writing paper, paper plates, paper towels and toilet paper
• Writing utensils – pens, pencils (manual pencil sharpeners) and markers
• Cooking items – pots, pans, baking sheets, cooking utensils, charcoal, a grill and a manual can opener
• First-aid kit – including bandages, medicines and prescription medications
• Cleaning materials – bleach, sanitizing spray, and hand and laundry soap
• Toiletries – personal hygiene items and moist wipes

Commissaries, AAFES partner to sell each other’s gift cards
The Defense Commissary Agency (DeCA) and the Army & Air Force Exchange Service (AAFES) began selling their respective gift cards in both commissaries and exchanges on June 22. Commissaries will now have reciprocal agreements with AAFES and the Navy Exchange Command (NEXCOM) for gift card sales. DeCA began their partnership with the Navy in May 2018. Both organizations’ gift cards are open value: AAFES cards sold in commissaries are available in denominations from $5 to $1,500, and commissary cards sold in exchanges are available in amounts from $5 to $300. Authorized customers must still redeem the gift cards at their respective store or online.
