Commissaries to remain open during a potential lapse in appropriation.
Military commissaries will remain open worldwide for a limited amount of time during a potential lapse in appropriation, the Defense Commissary Agency (DeCA) announced.
“We are committed to doing everything possible to minimize the impact of any budget decisions on our patrons,” said John Hall, DeCA director and CEO. “The Defense Department recognizes how significant the commissary benefit is for our military’s wellbeing and quality of life.”
In the event of a lapse in appropriation, commissaries will continue full operation of commissaries for a period of up to 60 days or until all DeCA defense working capital funds cash are exhausted, Hall said. The agency’s 235 stores serve the military community in 13 countries worldwide.
“Our operating status would be subject to change depending on the length of a lapse in appropriation or until our current funding is exhausted,” he said. “We will always provide updated store information on our website, Facebook and X (formerly known as Twitter) as necessary,” he said. “We will do our best to support our military communities whenever and wherever possible.”
If after a lapse in appropriation occurs and DeCA’s working capital funds are exhausted, at that time, overseas commissaries and stores identified as remote U.S. locations where no other sources of food are reasonably available for military personnel would remain open.
Patrons should also check the “Store Information & Holiday Hours” box on their store’s webpage for specific operating schedules.
Hall also recommends that service members and their families stay tuned in to their local news outlets for information about any potential impact to services on their installations.

Authority for Use of CONUS Commissary Stores by Protective Services Civilian
Employees: In accordance with Title 10 USC §1066, eligibility of Protective Services Civilian
Employees; an individual employed as a protective services civilian employee at a military
installation may be permitted to purchase food and hygiene items at a commissary store located
on that military installation. DeCA's intent is to follow the requirements established in §1066 and
allow the following shopping privileges.
Protective services civilian employees are in a position of the following series of the
General Schedule. Only the individual employee has shopping privileges, not dependents and/or
family members.

Emergency Management (GS-0089)
Ensure all protective services civilian employees are aware there is currently no user fee.
When a related user fee is determined all stakeholders will be informed. Store personnel will

Summer Student Intern Program
These internships, filled under the DeCA Pathways Program, provide students in high school, college, technical or vocational school, a certificate program, and other qualifying educational institutions with the opportunity to explore federal careers as paid interns. Commissary Rewards Card
If you don't have a Commissary Rewards Card you are missing out on great coupons savings. Rewards cards are available at any register or Customer Service Office. Commissaries are accepting the Military Star Card as a form of payment. Renovation Project
A construction contract for upgrade of the commissary at Marine Corps Hawaii Base Kaneohe Bay, Hawaii, was awarded Sept. 28 to Nelson Refrigeration Inc.
The renovation of the commissary, built in 1993, will increase the store’s operational efficiency and enhance the customers’ overall shopping experience by accomplishing the following upgrades:
- Replace the store’s HVAC equipment
- Modernize the sales area with new refrigerated product display cases and new interior finishes such as a finished floor, ceiling tiles, LED lights and décor
- Expand the seafood area and reconfigure the deli-bakery and sushi areas
- Renovate the administrative office to enhance security by adding controlled access
- Update the customer restrooms with new partitions and fixtures
- Enhance the store exterior with partial replacement of outside doors, clean the facades and add new exterior signage
Approximate cost of the project, including construction equipment and contract administration is $19.87 million. Construction is expected to begin by August 2023 and scheduled to be completed July 2026.
During construction, we ask for patience and understanding as the store's layout will change frequently.

Commissaries are accepting the Military Star Card as a form of payment. Customers can earn two points for every dollar when they use their Military Star Card to purchase their groceries at the commissary. ID card scanning is in effect at all commissaries worldwide 100% ID check conducted at central checkouts. Visitors may accompany authorized patrons into the commissary; however, the installation commander has the authority to restrict visitors from entering installation facilities. Only authorized patrons are allowed to make purchases. When you present your ID card at the register, the cashier must conduct visual verification to confirm that you are the cardholder by looking at the photograph on your card. In addition, DoD Instruction 1330.17 grants installation commanders the discretion to institute 100% ID checks at commissary entrances for security purposes. Because these are separate requirements, your card must be shown and scanned at the register, even if it was also shown at the entrance; we regret any inconvenience this may cause you.
Expanded privilege
Starting Jan. 1, 2020 all service-connected disabled veterans, Purple Heart recipients, former prisoners of war and primary veteran caregivers will be eligible to shop at commissaries worldwide. DOD’s “Taking Care of Service Members and Families” initiative will allow us to reduce commissary prices at the register about 3-5 percent on most items – particularly on food staples that struggling military families need most such as bread, eggs, milk and more,” said Bill Moore, director and CEO of the Defense Commissary Agency (DeCA). “With this boost we can achieve at least 25 percent in overall savings for eligible patrons who shop their commissaries.” Commissary customers are expected to see price changes at most locations by mid-October. “The commissary system’s commitment to saving military communities money has not wavered for over 30 years,” Moore said. “We remain steadfast in our efforts to improve the quality of life of our eligible patrons by saving them at least a quarter on every dollar they spend on groceries compared to ‘outside the gate’ grocery stores. That’s $50 back in your pocket on a $200 grocery bill! “We are a food security resource for our customers, and as such, we are doing everything we can to get our precious military families the products they need – at the lowest price possible.”

Veteran Privilege Information
On January 1, 2020 all eligible service-connected disabled veterans, Purple Heart recipients, former prisoners of war, and primary veteran caregivers will be eligible to shop at the commissary. Scholarships for Military Children Program:
The Scholarship for Military Children Program has been created in recognition of the contributions of military families to the readiness of the fighting force and to celebrate the role of the commissary in the military family community. A scholarship, funded through outside contributions, will be awarded annually at each commissary operated by the Defense Commissary Agency (DeCA). The Fisher House Foundation continues to serve as the program administrator and will contract again this year with Scholarship Managers to evaluate the program’s applications.
The Scholarships for Military Children program will open in December and close in February. Five hundred (500) scholarship grants, each for $2,000, will be awarded for the academic school year 2026-2027. There will be at least one recipient selected at all commissary location where qualified applications are received. Additional recipients are chosen on a prorated basis. Therefore, more applicants may be selected from those commissaries with more significant numbers of applicants. Only students with a valid Uniformed Services Identification (USID) card may apply for a scholarship. An applicant's parent(s) must be one of the following: active duty, reserve/guard, deceased, or retired from the Army, Marine Corps, Navy, Air Force, Coast Guard. It is not the responsibility of store personnel to monitor eligibility. Scholarship Managers will screen the completed applications, not DeCA or Fisher House Foundation. Applications will be submitted online in December 2025 through the website www.militaryscholar.org. During the final certification process, Scholarship Managers will notify recipients of their selection. This notification will be prior to the store director’s notification. Results will be posted on the scholarship Website at www.militaryscholar.org .
