Morrison follows Navy Command Master Chief Mario Rivers as he prepares to retire after more than 32 years of military service, with the last three years assigned to DeCA.

The Department of Defense expanded commissary shopping privileges in the U.S. effective 1 January 2020 as part of the Purple Heart and Disabled Veterans Equal Access Act of 2018, included in the John S. McCain National Defense Authorization Act for Fiscal Year 2019.
Access was expanded to include:
-Veterans with any VA-documented service-connected disability
-Purple Hear recipients
-Former Prisoners of war
-Individuals assessed, approved and designated as the primary family caregivers to eligible Veterans under the Department of Veterans Affairs Program of Comprehensive Assistance for Family Caregivers.

Purchases:
All purchasing rights are limited to ONLY authorized shoppers which includes Military members and their dependents, Veterans with Service-connected disabilities and their caregivers and DeCA employees with their military ID cards. DOD CAC cardholders that do not fall under the authorized shoppers are ONLY allowed to purchase at AAFES facilities. Guests without a military ID cannot make any purchases unless you have a letter of authorization.
Animals in the Commissary:
Disabled patrons who rely on service animals trained to assist them are permitted to bring their service animals into the commissary while shopping. Service animals are defined as dogs that are individually trained to do work or perform tasks for people with disabilities. Examples of such work or tasks include guiding people who are blind, alerting people who are deaf, pulling a wheelchair, alerting and protecting a person who is having a seizure, reminding a person with mental illness to take prescribed medications, calming a person with Post Traumatic Stress Disorder (PTSD) during an anxiety attack, or performing other duties. Service animals are working animals, not pets.
Service animals cannot be placed in shopping carts.
Dogs whose sole function is to provide comfort or emotional support DO NOT qualify as service animals under the Americans with Disabilities Act (ADA), 28 C.F.R., Part 36, "Nondiscrimination on the Basis of Disability by Public Accommodations and in Commercial Facilities, (Reference (bb)).
"If a service dog is not under control and the handler fails to act to gain to control, a business owner or staff member is permitted to ask that the animal be removed from the premises. A handler may also be asked to remove a service dog that is not housebroken, is behaving aggressively, or is otherwise posing a threat to human health and safety. If the dog must be removed for a legitimate reason, the establishment must permit the handler to obtain the services or goods they need without the animal’s presence." -ADA Service Dog Laws (2018)

Commissaries to remain open during a potential lapse in appropriation...
“We are committed to doing everything possible to minimize the impact of any budget decisions on our patrons,” said John Hall, DeCA director and CEO. “The Defense Department recognizes how significant the commissary benefit is for our military’s wellbeing and quality of life.”
In the event of a lapse in appropriation, commissaries will continue full operation of commissaries for a period of up to 60 days or until all DeCA defense working capital funds cash are exhausted, Hall said. The agency’s 235 stores serve the military community in 13 countries worldwide.
“Our operating status would be subject to change depending on the length of a lapse in appropriation or until our current funding is exhausted,” he said. “We will always provide updated store information on our website, Facebook and X (formerly known as Twitter) as necessary,” he said. “We will do our best to support our military communities whenever and wherever possible.”
If after a lapse in appropriation occurs and DeCA’s working capital funds are exhausted, at that time, overseas commissaries and stores identified as remote U.S. locations where no other sources of food are reasonably available for military personnel would remain open.
Patrons should also check the “Store Information & Holiday Hours” box on their store’s webpage for specific operating schedules.
Hall also recommends that service members and their families stay tuned in to their local news outlets for information about any potential impact to services on their installations.
